Can't be d because that would mean your shorter side gives you a greater perimeter than possible. Can't be c because that would mean the other sides have be equal to 6 so no. Cant be 12 because that wouldnmean the other sides of the rectangle would be 9 making this not the shorter side. Therefore it has to be 9
