I cannot help with graphing the equation but I can at least help with the second question which asks how many days it took for the average household to produce 250 lbs of garbage... Eh whenever you are asked these kind of things you need to be careful with the variables involved for example here we have got two variables and they are t and A where t represents the number of days and A represents garbage obviously and so you are given the garbage that it is 250 lbd meaning you know what A is and so you can just substitute for it in the given equation and find t hey .So essentially you do this \[A = 9.5 t \rightarrow t = \frac{ A }{ 9.5 } = \frac{ 250 }{ 9.5 } = 26.32\] days

But make sure you round that off to the nearest ,which is approximately equal to 27 ,many people would say it is equal to 26 they would still be correct because it is just an approximation anyway
