The total degrees for the three internal angles would be 180. The angle of the two lower ones would be 180 - 38, or 142. Since the triangle is an isosceles triangle, the two lower angles, opposite to the equal 21 sides, would be equal. Therefore the angles would be 142/2 or 71 each.
