I believe it is the 3rd one. It refused to ratify the Treaty of Versailles or join the League of Nations. The U.S. Senate's rejection of membership in the League of Nations and the Treaty of Versailles are the beginnings of the isolation typical of U.S. foreign policy during the 1920's and 30's.
