factor the numerator and the denominator... 2(x+2)/3(x+2) now cancel the (x+2) factor on top and bottom and....2/3 is what you get

you can also set up equal fractions and cross-multiply to check if they are the same \[\frac{ 2x+4 }{ 3x+6}=\frac{ 2 }{ 3 }\]
