What is the difference between 'forecaster' and 'experiencer' according to the video on introduction to Psychology?

Forecaster is the person who gives a response about the experience after hearing about it, like you and me predicting what we might do in a similar situation. Experiencer is the 3rd observer in the room who is part of the experiment. I think we can take this as a comparison between what we think we might do and what we actually do when we are in such a situation.
