Consider the real number line, x>3 indicates all numbers to the right of 3
in 2 coordinate system
x^2 + y^2 = r^2
x= sqrt(r^2 -y^2) > 3
r^2 -y^2 > 9
if r = 3+ then y = 0 and you have the line
The larger r gets the y limits are determine from above, not you never truly get a complete semi-circle. I assume open means not including and shading means not including.
