How did Moctezuma I's response to the disasters that hit his people ensure the success of his empire? His increased focus on religious observance brought the people together. His wars of conquest expanded the empire to an unprecedented size. His trade alliances with surrounding nations ensured long-term prosperity. His engineering innovations made it possible to resist future disasters.

I do believe that the answer is: B) his wars of conquest expanded the empire to an unprecedented size But this really didn't ensure the long-term success of his empire. It collapsed rather quickly under the attacks of Cortes' Spanish conquistadores. Cortes' campaign was successful in large part because of the large numbers of Indian allies he attracted, due in no small part to the brutality of the Aztec expansion in recent decades.
