it could happen at the critical point (keyword "could") but it also could happen at the endpoint since the endpoint could be higher than the critical point
saying "because it should happen at the end point" is wrong because the critical point could be above the endpoint, so the endpoint isn't always the global max
if the question is must occur at a critical point so is it wrong? i think it depends on the critical points right?
