Because if BC=25 and CO=12 25+12=37.

OA = 12
use pythagora

AB^2 + OA^2 = OB^2
AB^2 + 12^2 = 37^2

also worth noting-
lines tangent to circles create a 90 degree angle to the radius of the circle
which is why you are able to use pythagorean theorem
