Well that's why we're trying to teach you:
|x – 4|– 2 > 7
Move all terms with the known values to one side, and all the ones with unknow values to the other side:
|x-4| > 7 + 2

ADD 2 TO BOTH SIDES OF THE INEQUALITY

|x – 4| > 9
