If $T = 60-29x$ and we want to find the altitudes for which T < 4.1, then we need to solve the inequality
$$60-29x < 4.1$$for $x$.  I would suggest subtracting 60 from both sides, then dividing both sides by -29.  Don't forget that when you multiply or divide by a negative number you have to reverse the direction of the inequality sign!
