Sorry I'm working on a practice test and I've been stuck for a long time. This is the problem. I would really appreciate it if you could please help me out Town P is located 5 miles north of an ocean. City planners want to connect Town P to Power Plant Q, which is located off shore (in the ocean) several miles away. The problem is continued in the comments since it's so long :(

If we draw on a coordinate system, we can place Town P at (0,5) and Power Plant Q (10, -3). The x-axis forms the beach, separating the land (everything above the x-axis) from the sea (everything located below the x-axis). It costs $5000 to place a mile of power lines on land and $10000 to place a mile of power lines in the ocean
