how can one assign network addresses to 500 hosts?

Depends on how you're doing the roll out. If they're all going to be on one network, you can't have a netmask longer than 23 bits, which will give you 512 total addresses.

DHCP, Static IP, RADIUS, and a few others.

I have personally done a Class B through DHCP and some interesting ones with RADIUS. Static always works. So as for what "no" means, I have no clue. It really depends on what you have available to you.
