B makes the most sense. A represents the controlling government that the Transcendentalists wanted to reject. While they did want a government, they wanted one that gave people as much independence and justice as possible. C also goes against Transcendentalist belief. They wanted equal rights for everyone and didn't want to be kept silent from voicing their ideas. 

D is very conformist and not something they would agree with. While many Transcendentalist were religious, they still wanted to challenge certain ideas and be allowed to follow their own path.
