sorry, its been a while since ive done partial fractions so hopefully i dont get this wrong \[x^3+3x^2 = x^2 (x+3)\]

\[\frac{x^2+8x-3}{x^3+3x^2} = \frac{x^2+8x-3}{x^2(x+3)} = \frac{A}{x+3} + \frac{ Bx +C}{x^2}\]
