Is water potential greater in a wilted plant or a plant with more turgor and which is most capable of capturing water from the soil?

OpenStudy (anonymous):

Water potential of a wilted plant is lower, as it has lost water by osmosis, while a turgid plant has a higher water potential because it has taken up water. Since the wilted plant has lower water potential, it is more capable of taking up water from the soil.
