To be a function, one value of x can give us only one value of y. So, f(0) = 1, f(2) = 1, f(3) = 2 and f(4) = 2 is a function.

For example, if its:
{(0,1), (0,2) , ...} it's not a function, because one value of x is giving two values of y. { f(0) = 1 and f(0) = 2.
