Lets say each tick-mark was a unit of 1. So just input the points D= (4,1) F=(4,-3) E= (-4,-3) Into your equation \(\large \frac{x^2}{9}+\frac{y^2}{4}\ge 1\) See if these points are greater or equal to 1.
