Okay well bias is when you are against something. so say you were against womans rights, that would mean you were bias to womans rights as many people were long ago. Make sense?

So a bias survey is a survey that is against something. So in other words in the survey they would try to convince you to be against something like womans rights. Or at least that's what I believe you are referencing to.

so it would be C. Because if there was a certain group that wanted the soccer program or didn't want it, the decision would be biased.
