Actually, the probability of something happening is equal to the number of favorable outcomes over total possible outcomes. Here, total no. of socks is 6 + 8 + 4 = 18. And the no. of favorable outcome is 6 + 8 = 14 because that's the no. of socks that are not blue, and that's why, required probability is 14 over 18 = 7 over 9.
