The substitution method is merely taking one equation, solving for a variable, and plugging that into the other equation. In the case of this problem, it would be easiest to take your 'x+7y=33' and solve for 'x'. Then in your 3x-2y=7, plug that value in wherever there is an 'x' and solve for 'y'. Once you have the value of 'y' you can plug back into the previous equation to get the value of 'x'.
