for a general linear function y=mx+c m is negative when function is decreasing m is positive when function is increasing and m is zero/no slope when y=c

i would say no slope

it does not have a neg or pos slope for sure. However a zero slope would be a horizontal line. In this case it's vertical so I would also agree that it indeed does have no slope
