When a balloon is rubbed with a wool cloth why the electrons does not move from balloon to cloth?why electrons are only moving from wool cloth to balloon??

The wool cloth has a lower binding energy to its available electrons than the balloon does to its available electrons. Because electrons are more easily freed from the wool than they are from the balloon, when the balloon is rubbed with the wool, the freed electrons from the wool are deposited on the surface of the balloon.
