Hi :) since we know that the picture is actually 4 by 12 inches, and in this case the longer side should be changed into 4, we do this: 

We find what 12 must be multiplied by to get 4.
So since 4/12 = 1/3,
1/3 * 4 = 4/3

Note that 1/3 is what we have to multiply 12 by to get 4.

The shorter side has a length of 1.33. Why? Okay. So the longest side for the original pic is 12 in, while the shortest side has a length of 4 in. The new pic's longest side has a length of 4 in. The difference between the original and the new one is by 1/3. So if the difference between the longest decrease by 1/3, then the difference between the original and the new one should also decrease by 1/3. 
Therefore, the new one should have a length of 4/3 or 1.33.
