Usually geometry problems tell us that figures are not drawn to scale. Therefore, in this case unless we assume it's drawn to scale and the angles and sides of one triangle are actually congreunrt to the corresponding parts of the other triangle, we can't answer this question.

Since all three sides of one triangle are congruent to all three sides of the other triangle, then by SSS the triangles are congruent.
