I believe you need to find the smallest number, and the largest number, the number that is dead center of the data, and then Q1 is halfway between min and median. Q2 is halfway between median and max.

Well the left part of the stem and leaf is known as the tens (as in this case) and the right part is the ones. For instance, the top one with the 1 and the 5s will be 15 since the 1 is the tens and the 5 is the ones.
