A two-dimensional vector function is defined as follows \[ \textbf{r}(t)=f(t)\mathbf{i}+g(t)\mathbf{j}. \]What you gave us is not a vector function.

The title of the section is "introduction to vector-valued functions". I never claimed the equation was a vector-valued function.
