so you have a partially inflated balloon that is, only a percentage of what it can take of hotair, has been put into it
$$ n\% \ \ of \ \ m = \cfrac{n}{100}m $$
100% of something, is well, 100%, or the full amount it can possibly take
so, say, on the picture, that balloon is say 25% of all hotair it can take how much more would you need to get it fully inflated?
