Firstly you should define that how each of the economy operates...like market comprises of govt owned and private individuals and command only govt owned...then you should write the pros of command and compare them with the pros of mixed..then the cons of command compared with the cons of mixed...then  at the end if their need to justify or evaluate which is best u can do that accordingly to what is ur perception.....
