hmm not 100% sure, but it sounds like he's in favor of having wealth spread around and have it flow more easily/smoothly through out the economy so it functions better (and the majority of the people have better lives) this page below calls it "the distribution of wealth" and some may call it "the redistribution of wealth" http://www.adamsmith.org/quotes
