the biggest problem is this only that where did this 0.2785 come from
speed = distance over time C+D = a distance so if it were option A, answer would be in units of (hrs)^-1 so id go D, none of the above, as flow should be measured in units of cars/hour, and B and C seem like random numbers to me.
