The eqution should be of the form \[y=mx+n\] where m represents the slope. So m=3/5. Now we only have to force the line to pass trough the point (2,-4), \[y=\frac{3}{5}x+n\Rightarrow -4=\frac{3}{5}\times2+n\Rightarrow n=-\frac{26}{5}\] So, you have, \[y=\frac{3}{5}x-\frac{26}{5}\Rightarrow 3x-5y=26\]
