Why might a terrorist group target infrastructure in a region?

Because targeting infrastructure cripples the basic daily life for civilians. For example, targeting the metropolitan rail transit system in a city would make life very difficult for daily office commuters and other people likewise. The question is - is making life difficult the biggest effect of their acts. No. Such acts instill FEAR, inject TERROR in the minds of citizens, many of whom have to live under constant trauma, dread, and anticipation of more such attacks - which is precisely what terrorists have in mind. Havoc is wrecked mentally!

Considering the infrastructure is the foundation of something, it would have a massive ripple affect on other parts of the religion that branched out.
