I think that it is the Bill of Rights for sure since there were people who declared for the protective rights of them and then they would accept the Constitution. It would not be the Lousiana Purchase because that was a separate trade made from the ruler of France, Napolean Bonaparte, to Thomas Jefferson. After the Lousiana Purchase, Jefferson sent Meriwhether Lewis and William Clark for their famous expedition with Sacagawea. The election of General George Washington can happen because he led the army to the American Revolutionary War and made the victory possible.
Washington asked Hamilton to defend the constitutionality of the First Bank of the United States, and Hamilton's efforts produced the classic statement for implied powers. The Louisiana Purchase was debated extensively, but ultimately it was determined by the Supreme Court that the ability to acquire territory (such as the LP) was implied in the powers to make war and peace, negotiate treaties, and so on.
Jefferson asked France constantly for using the port of New Orleans.
Remember, the USC also has a clause called the "necessary and proper" clause giving Congress the power "To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof." That implies a lot of powers!
