Can openstudy open up a forum of nothing but RIDDLES. How much fun would that be?

Making up a new forum for posting just "Riddles" will not be good. Riddles are usually solved by the use of language and understanding power.
So, you can post the riddles (only if they have something related to English vocabulary, understanding etc.) in English Section.

But I don't think that posting riddles as a "question" is going to be a good idea. Yes, they are of a lot fun :) and we can post them in chats [if they're not long] ....

Could always do one called "Other" and just let it run a bit wild.... as well as move all the off topic stuff there. Course... Mods would need a topic move for that to be useful.
