An image point of a transformation has coordinates Y'(2, -4). If the pre-image point had coordinates Y(6, -12), what was the transformation and scale factor?

the scale factor is 1/3 , since 6*1/3=2 and -12*1/3=-4. I'm not sure about the is the transformation exactly, but I would answer something like " moving 4 units to the left and 8 units up". Hope it helps u
