What do you want definitions? I am sure wikipedia/mathworld/wolfram alpha.. etc is capable of giving you much more detailed explanations.

How much prior 'general' knowledge do you have? I mean in terms of algebra.

I mean, i'm pretty strong in algebra but it's been two years since i've been in an algebra class.

Algebra is a very broad field of study, I am not sure what it means for one to say I am pretty strong in algebra. The two results are theorems on the roots of polynomials, the second one is an existence theorem it guarantees that a polynomial of degree n will have n complex roots, Descartes rule of signs is a technique for determining the number of positive or negative real roots of a polynomial.
