What program can I use to write a pdf document in LaTeX?

Dont mind learning some Latex code, or did you decide you would not learn? there are solutions in both cases. Is it for maths? Just text?

I use Texmaker. That does a nice job of letting you edit and preview. https://www.writelatex.com/ is a way to do it online and see if you want to put in the time to learn \(\LaTeX\). It has TikZ and PGF support, so you can do graphing and more as well.

Oh sorry I think my question wasn't clear. I meant I want to use LaTeX, but what program could I use to type up some LaTeX and then save it as a PDF document.

Yah, I understood the intent of the question. You still write and save a .tex file. Then you have it turn the file into a PDF.
