I'd probably go with (A) private investment. The question is asking what supported production in general. Arms building, to me, was a result of that production -- not necessarily the means. In the Soviet Union, under communism, private investment among individuals ran against the state's control of the economy and politics. The government controlled everything via a command economy. In the US, under democracy, private investors (which ranged from companies to individual citizens) could freely invest in whatever they wanted.
