you need to rearrange the terms so that they are in decreasing order for the power of the first variable:

3a^3b-4ab^2+a^2 = 3a^3b+a^2-4ab^2

-8x^2y^2+10xy^4-6x^2y = -8x^2y^2-6x^2y+10xy^4

Well, it's not necessarily the first variable — it's the variable that appears in all of the terms except the constant term.  In this polynomial, $a$ appears in each of the terms, so it is a polynomial in powers of $a$ and you reorder it to show those terms with descending powers of $a$.
