Plot it on a coordinate plane, with x=0 and y=1000 as a point, the top of the radio tower is 1100 and 0, derivative of this parabola is -2x, So, the top of the tower is 0,1100. Let the point at which it is viewable be (x,y), then use (1100-(1000-x^2))/ (0-x) = -2x and solve for x
