eg 36. 4 you can convert this by first writing it as 36 .4 * 10^0 now divide the first number by 10 and multiply 10^0 by 10 (to retain same value) giving 3.64 * 10^1

no because it has 3.4573x^3 or 3,457.3x10^2 or 3.4573x10^-1 or 3.457x10^10 so which one is it you are getting mix up

the correct answer is 3.4573 * 10^1 - though theres no need to write it as 10^1 : 3.4573 * 10 is ok also
