lets say i arrange the 2nd equation in terms in general form like the first one

if i multiply the 2nd equation by -3 i will get the same equation as first equation there is no way to eliminate a variable, these 2 only count as 1 equation

-21x-3y=-24 y=-7x+7 ---- > (7x+y=7)*-3 --->-21x-3y=-24
