the domain of any arctan function of any kind is always the set of all real numbers

the range of arctan(b*x) is -pi/2 < y < pi/2 so shifting things up by pi units means the range of y=arctan(2X)+pi is -pi/2+pi < y < pi/2 + pi -pi/2+2pi/2 < y < pi/2 + 2pi/2 pi/2 < y < 3pi/2
