False. Every teacher and instructor I have ever known has considered the length of the "best" paragraph different, so I would this can't be an accurate statement as opinions differ greatly. Also, an effective paragraph is (always) made up of a topic sentence and supporting sentences... so if it takes you six sentences to support your topic sentence and you aren't being redundant, you have an effective paragraph.
