1st understand that perpendicular lines have slopes that are negative reciprocals.

slope of y=2x+5 is 2. slope of perpendicular line is thus -0.5 If the new line is y=(-0.5)x+c and passes through (9,-14) then -14=(-0.5)9+c. Solve for c.
