Well, look at the graph. Is there a minimum or maximum value? What is it?

This is a parabola, so you can find the vertex by evaluating -b/2a where the parabola is in the form \(ax^2+bx+c\) — that gives you the value of x, and then you evaluate the function at that point to get y. Or, just read the graph and compare with your answer choices :-)

if the parabola looks like a bowl of some sort, it has a minimum at the vertex. if it looks like a hill, it has a maximum at the vertex.
