The relative frequency of 3 rats is basically what fraction of the units have 3 rats. So, there are two units where this is the case, and there are a total of nine units. So our relative frequency is: \[\frac{ 2 }{ 9 } = .22\] You could also think of it as the probability of picking a unit at random and it having 3 rats.
