Yes, mods or admins have the ability to reinstate banned accounts.
Just ask one of them. But I can't guarantee they'll cooperate because I don't know the reason why your account is banned permanently.

@Preetha sorry. that was just a joke. i never punched a moderator. it was a user-requested permanent ban. I just wanted my account to be deactivated. but i'm just hypothetically asking if i can "unrequest" it
